Plans submitted for 42 home development in Mawnan Smith
PLANS to build 42 homes in Mawnan Smith have been submitted to Cornwall Council. The outline application includes affordable and open-market homes, a village green and a 25-space car park for the Memorial Hall opposite the proposed site. The scheme for Goldmartin Field, off Sampys Hill, was designed by CSA Architects and has been reduced in scale from about 50 properties following consultation carried out with villagers.
Issues relating to potential overlooking of nearby homes had also been addressed, said the company. The plans were first unveiled in July last year, when there were suggestions that a neighbourhood development order would be drawn up in order to give the local community a greater say in shaping the application. However, discussions regarding the order and a neighbourhood plan for the village stalled and have not yet been taken forward.
CSA has submitted an outline application which includes 21 affordable units, a mix of one- and two-bedroom apartments and two- to four-bedroom houses. Of these 12 would be for social rent, nine for sale, and the open-market homes would have between three and five bedrooms. The proposal also describes 109 parking spaces for the development, either off-road or in garages. CSA’s design statement said 37 people on the Cornwall Council Home Choice register had a connection to the parish, where the average house price is £180,000, compared to £162,441 nationally. “The area usually attracts higher than average prices, therefore exacerbating the lack of affordability,” it said.
A new access would be created on Sampys Hill, a new footpath on the main road, and the 30mph speed limit would be extended. No objections have yet been lodged with Cornwall Council but about 80 residents raised concerns at a public meeting in January, including drainage and sewage, traffic, pedestrian safety, lack of space in the primary school and a genuine need for affordable homes.
