Westcounty Land & Homes have submitted a planning application for a residential development of up to 200 dwellings, including affordable housing and areas of open space over a site area of 25.5 acres. This site is allocated under Policy HOL03 in the North Devon and Torridge Local Plan. The land is located to the north west of Holsworthy Town Centre and is situated between Trewyn Road to the east and Rydon Road to the south. This agricultural land falls from east to west, with the steeper areas of the site near to the western boundary. The area comprises 5 fields divided by hedgerow boundaries and trees. The River Dart bounds the site to the west and within the westernmost field, there is a disused quarry.
The proposal comprises up to 200 new homes with 30% affordable. The final housing mix will be determined at the detailed stage, however, it is expected that it will comprise a variety of dwelling types and sizes to offer a broad range of accommodation, ranging from 1 to 4 bedroom homes. The design has been led by a landscape approach that allows the residential development to sit within generous areas of community green open spaces. Due to the size of the site, it is anticipated that only 50% of the land area would be developed, creating a landscape led scheme that reflects the existing rural character of the town and this countryside edge setting. The new green recreational spaces will benefit both residents and the wider local community. These open spaces will include habitat enhancement and attenuation features. A surface water attenuation pond to the west will form part of a Sustainable Urban Drainage System (SUDS) that serves the site. There is potential for a new public right of way to be incorporated creating a woodland / waterside walk following the River Deer through the western edge of the site.
